New Zealand Economy

Over the past 20 years the government has transformed New Zealand from an agrarian economy dependent on concessionary British market access to a more industrialized, free market economy that can compete globally. This dynamic growth has boosted real incomes - but left behind many at the bottom of the ladder - and broadened and deepened the technological capabilities of the industrial sector. Per capita income has risen for eight consecutive years and reached $27,300 in 2007 in purchasing power parity terms. Consumer and government spending have driven growth in recent years, and exports picked up in 2006 after struggling for several years. Exports were equal to about 22% of GDP in 2007, down from 33% of GDP in 2001. Thus far the economy has been resilient, and the Labor Government promises that expenditures on health, education, and pensions will increase proportionately to output. Inflationary pressures have built in recent years and the central bank raised its key rate 13 times since January 2004 to finish 2007 at 8.25%. Economic Situation

ROK’s economic development has traditionally been characterised by strong government intervention, top-down economic leadership and a high degree of economic control. Economic development was export-led and ROK inserted itself into the world market in a number of heavy industrial sectors (initially shipbuilding) by dint of strong competition supported by low-cost labour. Successive governments nurtured the development of chaebol, such as Samsung, Hyundai, LG and Daewoo. These huge family-run conglomerates have dominated the economy since the 1970s, though have begun to improve transparency and corporate management, in part due to government pressure. Increasingly, ROK has focussed on high-tech industries including electronics, semi-conductors and automobiles.

With its economic success founded on access to world markets, ROK remains a strong proponent of the World Trade Organisation (WTO). Though supporting an ambitious level of increased market access in non agricultural goods and in many services, ROK takes a more defensive stance for several domestically sensitive sectors such as education, legal and health services, and agriculture. The average tariff for imported agricultural goods is 52.2 percent, compared to 6.7 percent for industrial goods. This is matched by a one of the highest levels of agricultural support in the OECD, roughly equalling agriculture;s total contribution to ROK economy. Rice is by far the most sensitive agricultural product and ROK remains the only WTO member to maintain quantitative import restrictions on any product. Regarding WTO negotiations to strengthen ‘rules;, ROK is generally opposed to the use of anti-dumping measures but supports maintaining some forms of fish subsidies.

Until fairly recently, ROK relied mainly on the multilateral WTO process for trade liberalisation. It is now, however, active in pursuing bilateral Free Trade Agreements (FTA), having concluded agreements with Chile, Singapore, and EFTA. The conclusion of Korea-US FTA negotiations (KORUS) in April 2007 was a significant milestone, although the agreed text needs to be ratified by legislature in both countries. Korea has also begun negotiations or preliminary inter-government processes with Canada, GCC, Mexico, EU, India, Japan, MERCOSUR and China. Korea has also concluded a number of “chapter agreements” with ASEAN. When the Chile and KORUS FTAs were concluded, the government established large packages of assistance for farmers, reflecting the strength of this lobby group.

Current challenges for the ROK economy are structural problems in the financial sector, corporate governance and the labour market. But with over US$262 billion in foreign reserves (at February 2008), ROK’s external position remains strong. Among the main longer term challenges for ROK economy are an ageing population (Korea became an aging society in 2000, with 7% of people over 65 years old, and is predicted to become an aged society by 2018 (14% over 65) and hyper-aged by 2026 (20% over 65)) and the lowest birth rate in the OECD (1.26 per woman in 2007)

경제 상황

전통적으로 한국의 경제 발전은 강한 정부 개입과 수직적인 지도체제에 의해 조정 받아 왔습니다.  경제 발전은 수출에 의해 주도되었으며 한국은 저임금에 의한 강한 경쟁력을 바탕으로 조선업을 시작으로 많은 중공업 분야에 뛰어들었습니다. 장기 집권한 정부는 삼성, 현대, 엘지, 대우와 같은 재벌기업들을 육성했습니다. 이러한 가족경영을 바탕으로 한 거대기업들은 정부의 압력 하에 부분적으로 기업경영에 대한 투명성을 개선해 왔음에도 불구하고, 1970년대 이래 한국경제를 지배해 왔습니다. 이후 한국은 점차적으로 전자기기와 반도체, 자동차 산업 등을 포함한 최첨단 산업에 초점을 맞춰왔습니다.

세계 시장 개방을 통한 경제적 성공으로 인해 한국은 세계 무역 협회 (WTO)에서 강한 발언권을 지닌 가입국이 되었습니다. 비농업 상품과 서비스업 분야에서는 매우 적극적으로 시장개방을 지원하는 반면, 교육, 법, 의료, 농업과 같은 국내에서 민감한 분야에서는 방어적인 입장을 취하고 있습니다. 산업제품에 매기는 관세는 6.7퍼센트인 반면, 농업상품에 매기는 관세는 평균적으로 52.2 퍼센트입니다. 이는 OECD 가입국 중 가장 높은 수준의 농업상품 관세 중 하나이며, 이를 통해 농업의 경제 기여도를 평균으로 끌어올립니다. 쌀은 가장 민감한 농업상품이며, 한국은 일부 제품의 수입량을 규제하는 유일한 WTO 가입국입니다.

최근까지 한국은 WTO의 다국간 자유 무역 협상에만 기대어 왔습니다. 하지만 이제는 칠레, 싱가포르, EFTA와 협약을 체결하는 등 양국간 자유 무역 협상을 활동적으로 진행하고 있습니다. 아직 양국 입법부에 의한 승인절차가 남아 있기는 하지만 2007년 4월에 체결한 한-미 FTA 협상(KORUS) 은 중대한 이정표가 되었습니다. 한국은 또한 캐나다, 걸프 협력위원회 (GCC), 멕시코, EU, 인도, 일본, 남미 공동시장 (MERCOSUR) 및 중국과도 협상을 진행 중입니다. 뿐만 아니라, 한국은 동남아시아 국가들과 많은 부분에서 부분 협약을 체결해 왔습니다. 칠레 및 미국과의 FTA가 체결되었을 때, 한국 정부는 농민들에게 많은 지원 패키지를 약속해야만 하였는데, 이는 이
압력단체의 힘을 보여줍니다.

한국경제가 직면하고 있는 과제는 금융업, 공기업, 노동시장에서의 구조적인 문제들입니다. 하지만 2008년 2월 기준으로, US$2,620억의 외환 보유고는 한국이 강한 대외적 지위를 유지하도록 해줍니다. 좀 더 장기적인 면에서 한국의 주요 과제는 인구 고령화입니다. 한국은 인구의 7%가 65세 이상인 인구고령화 사회에 진입했으며, 2018년에는 인구의 14%가 65세 이상인 고령사회에 진입할 것으로 예상됩니다. 더 나아가 2026년에는 인구의 20%가 65세 이상인 초고령 사회에 돌입할 것으로 예상되며, 출산율은 2007년 기준 1.26명으로 OECD 국가 중 가장 낮습니다.

100% Sustainable by 2012

In June 2007 the New Zealand Wine Industry agreed to build on over a decade’s worth of commitment to sustainability by implementing a broad based and all-encompassing sustainability policy. THE GOAL: For all New Zealand wineries and vineyards to be operating in accordance with an independently audited sustainability programme by vintage 2012. The METHOD: To ensure achievement of this goal, New Zealand Winegrowers has introduced a number of pioneering initiatives, including:
  • Industry funding into Carbon Calculator for winery greenhouse gas emissions
  • Research and development of alternative organic fungicides
  • Energy benchmarking study and establishments of industry benchmarks
  • Requires that wines presented at NZW events from vintage 2010 onwards have been produced under an independently audited sustainability programme
THE MEASURE: New Zealand Winegrowers has selected a number of esteemed certification systems that are to be recognized by this policy:
  • Sustainable Winegrowing New Zealand (SWNZ)
  • Biogrow and CertNZ – Organic Certifications
  • Demeter – Biodynamic Certification
  • ISO 14001 Environmental Certification
THE PROGRESS: The industry is well on its way to achieving this goal, currently:
  • Over 75% of New Zealand Wineries are operating under an independently audited sustainability programme
  • Over 75% of New Zealand’s wine production capacity is operating under an independently audited sustainability programme

SUSTAINABLE WINE GROWING NEW ZEALAND (SWNZ) Developed and managed by New Zealand Winegrowers, SWNZ is a viticultural and wine making framework and accreditation process based on best practice policies for protecting the environment whilst remaining economically sustainable. SWNZ was established in 1995, at which time it was focused on vineyard management, in 2002 this was extended to winery management policies. In the vineyard, SWNZ covers such aspects as use of fertilizers, control of pests and diseases, water and energy use and biodiversity. In the winery, SWNZ focuses on winery waste management and water and energy efficiency. Today a total of over 100 New Zealand Wineries, approximately (75% of wine production) and 900 New Zealand vineyards (20,000Ha+ or 70%+ of producing area) are accredited by SWNZ.

In every glass of New Zealand Wine is a world of pure discovery. PREMIUM PLAYER The New Zealand wine industry is a quality-driven niche player. Within a relatively short time, our wines have acquired a reputation that is the envy of much larger wine producing countries. International critics rate New Zealand Sauvignon Blanc as the world’s best, and the growing acclaim for New Zealand Chardonnay, Cabernet Merlot blends and Pinot Noir is helping to further secure New Zealand’s position as a producer of premium wines. DIVERSE STYLES New Zealand’s wine growing regions are found between latitudes of 34 – 47° and cover a distance of 1,600 kms (1,000 miles) from most northern to most southern. Grapes are grown in a wide range of local climatic conditions and soil types, so highly distinctive regional flavours have emerged. TEMPERATE MARITIME CLIMATE As a nation of islands, New Zealand benefits from the temperature modulating effect of the sea. The extremes of heat and cold experienced by landlocked, continental countries simply don’t apply. New Zealand also enjoys long, dry autumns, which allow slow ripening – our grapes develop intensity as well as good acid structure. This balance between fruit and acidity is one of the key differentiators of New Zealand wine, and an important reason for why they work so well with food. ENSURING THE FUTURE New Zealand’s small population, distant location and agricultural economy have earned the country a ‘clean, green’ image. Visitors often describe it as ‘an unspoiled paradise’. New Zealand’s winemakers are determined to keep it this way, through the Sustainable Winegrowing New Zealand programme, which was established in 1995. New Zealand’s status as a producer of world class wines has been accelerated by the skilful implementation of traditional, established methods from the world’s great wine regions.
